"Safe water" has become essentially a legal definition denoting water that is "good enough for now" (at least until regulators decide otherwise).  For example, municipal water that regulators 10 years ago deemed as "safe" would no longer be classified as "safe water" today, because it contains levels of compounds that are now known (or suspected) to sicken and/or kill more people than is currently considered acceptable.

While healthful water is safe, many consumers do not consider their public water provider’s officially "safe water" to be healthful water.

In addition to the standard esthetics (taste, odor, feel), disinfection, and "safety" (maximum contaminants level, or MCL) requirements that are dictated to municipal water system operators, healthful water is free of all toxic volatile organic compounds, regardless of whether or not a government agency has deemed it to be a problem.
